On 3 November 2026, Bihar Chief Minister Samrat Choudhary announced that Bihar had become the first Indian state to introduce a comprehensive silt management policy. The state government approved the Bihar Water Source Restoration and Silt Management Policy 2026 on 15 September. It aims to address recurring floods and use accumulated river silt for infrastructure development.
Policy objectives and river management
The policy seeks to improve river capacity, maintain water flow and strengthen flood management, particularly in the Ganga, Kosi, Bagmati, Kamla-Balan and Gandak rivers. It also aims to supply earth and sand for highway construction, township development and other infrastructure projects.
Desilting partnership and implementation
On 2 November, the Ministry of Road Transport and Highways announced plans to desilt Bihar’s rivers and waterbodies and use recovered silt, sand, mud and fine sediments in National Highway projects. An MoU with the Bihar government was scheduled to be signed that day in the presence of Union Minister Nitin Gadkari and Chief Minister Samrat Choudhary; the supplied facts do not confirm whether it was signed. On 30 October, Choudhary called for a national silt management policy and said Bihar’s interests should be considered in the Ganga Water Treaty, due for renewal in December 2026. The initiative aligns with Viksit Bharat – 2047 recommendations for states to prepare water-restoration and silt-management frameworks by December 2026. Experts have cautioned that desilting requires careful methods and monitoring to avoid disrupting aquatic habitats or river ecosystems.
Important Facts for Exams
- Sediment transport routes: Sediment can travel through rivers and other waterways, but wind, glaciers and gravity also transport particles before they are deposited.
- Flow and particle properties: River-flow strength and particle size, volume, density and shape together influence whether sediment stays aloft or settles out.
- Treaty oversight mechanism: The 1996 Ganges Water Sharing Treaty established an India–Bangladesh Joint Committee to monitor implementation and report on water sharing at Farakka.
- Flood-governance division: India’s state governments have primary responsibility for flood management, while the Central Water Commission provides technical guidance and flood forecasts for river basins.
