The Department of Consumer Affairs notified the Legal Metrology (Indian Standard Time) Rules, 2026, under Section 52 of the Legal Metrology Act, 2009, on 27 August 2026. The rules make Indian Standard Time (IST) the sole mandatory time reference for legal, administrative, commercial and official purposes across India.
Indian Standard Time and Legal Metrology
Indian Standard Time is the time zone used throughout India and is based on UTC+5:30. The Legal Metrology Act, 2009, provides the statutory framework for weights, measures and time-related standardisation in India.
The notified rules place time standardisation within the legal metrology system, which also covers measurement accuracy in trade, commerce and official records. The rules apply to government offices, public entities, financial systems and private businesses.
Time Dissemination and Technical Infrastructure
The CSIR-National Physical Laboratory in New Delhi will continue to maintain the primary time scale UTC(NPLI), which is used to derive official IST. UTC(NPLI) is the Indian realisation of Coordinated Universal Time and serves as the national reference for timekeeping.
Official time will also be disseminated through Regional Reference Standards Laboratories and the Indian Space Research Organisation’s NavIC satellite navigation system. NavIC is India’s regional satellite navigation system developed by ISRO for positioning, navigation and timing services.
Critical sectors such as telecom, digital payments and power grids must synchronise their systems with IST using Network Time Protocol and Precision Time Protocol standards. NTP is widely used for synchronising computer clocks over packet-switched networks, while PTP provides higher precision for industrial and telecom applications.
Implementation Timeline and Compliance
The rules will come into force 180 days after publication in the Official Gazette, which places mandatory compliance around March 2027. The transition period is intended for calibration of systems used by government offices, financial platforms and private enterprises.
Any non-compliance or unauthorised use of alternative time references for administrative and commercial purposes will attract penalties under the Legal Metrology Act, 2009, from March 2027.
