Ceuta is a Spanish autonomous city and North African enclave on the Mediterranean coast, separated from Morocco by a land border and the Strait of Gibraltar from mainland Spain. In late July 2026, Ceuta faced a large-scale migrant influx from Morocco, followed by security protests, police action, and emergency border-related requests to the European Union.
Ceuta as a Spanish Enclave
Ceuta is one of two Spanish enclaves in North Africa, the other being Melilla. It has a land border with Morocco and a strategic position near the Strait of Gibraltar, which connects the Atlantic Ocean and the Mediterranean Sea.
Migrant Movement and Border Pressure
Between late July and late August 2026, an estimated 70,000 to 72,000 migrants crossed illegally into Ceuta from Morocco. At least 111 migrant deaths were reported by 4 August 2026, and later estimates placed the number of migrants still in Ceuta between 3,500 and 10,000.
- Ceuta is administered by Spain as an autonomous city.
- Morocco borders Ceuta on land.
- The Strait of Gibraltar lies close to Ceuta.
- Spain and the European Union treat irregular migration through Ceuta as a border-management issue.
Public Order, Security, and Emergency Response
On 26 August 2026, thousands of residents held security protests that turned into violent clashes near beach areas where migrants were camping. Police used tear gas, anti-migrant protesters blocked Red Cross vehicles, shelters were destroyed, and beach camps were set on fire between 26 August and 28 August 2026.
Official Statements and Detentions
On 27 August 2026, a Spanish military vehicle carrying four soldiers was attacked by about 70 migrants throwing stones, and one soldier suffered minor injuries. Police detained 12 Moroccan migrants after the incident, and Ceuta’s finance councillor Kissy Chandiramani and Spanish Interior Minister Fernando Grande-Marlaska both called for calm.
