Indian Oil Corporation approved an investment of ₹2,448.70 crore for the Kochi-Kanyakumari-Thoothukudi Natural Gas Pipeline project on 21 September 2026. The pipeline will cover 424.65 kilometres and connect Kochi in Kerala with Thoothukudi in Tamil Nadu through the Kanyakumari region.
Kochi-Kanyakumari-Thoothukudi Natural Gas Pipeline
The Kochi-Kanyakumari-Thoothukudi Natural Gas Pipeline, also called KTPL, is a natural gas transmission project in southern India. It is designed to transport regasified liquefied natural gas from the Kochi LNG Terminal to demand centres in Kerala and Tamil Nadu.
Capacity and Route Details
The KTPL system has an overall capacity of 6.84 million standard cubic metres per day, or MMSCMD. Its minimum common carrier capacity is 1.71 MMSCMD, which is relevant for third-party access under Indian gas pipeline regulations. The route passes through Kerala and Tamil Nadu and includes the Kanyakumari region. The project is intended to support city gas distribution networks and industrial consumers along the corridor.
Regulatory Framework and Bidding Process
The Petroleum and Natural Gas Regulatory Board, or PNGRB, authorised Indian Oil Corporation Limited on 17 April 2026 to lay, build, operate, and expand the KTPL pipeline. PNGRB invited bids on a suo motu basis for the project, with bidding beginning on 17 October 2024 and the last submission date fixed as 18 February 2025.
Important Facts for Exams
- Indian Oil Corporation Limited is a Maharatna public sector undertaking under the Ministry of Petroleum and Natural Gas.
- Liquefied natural gas is regasified at LNG terminals before entering transmission pipelines.
- Common carrier capacity in gas pipelines is linked to access for multiple users under regulatory norms.
- PNGRB regulates the downstream petroleum and natural gas sector in India under the PNGRB Act, 2006.
Natural Gas Infrastructure in India
India has expanded gas pipeline networks to improve connectivity between import terminals, industrial clusters, and city gas systems. The share of natural gas in India’s primary energy mix remains lower than in many major economies, and pipeline projects are part of the national gas grid expansion.
