SEBI’s IT Resilience Index (ITRI)
Context: The Securities and Exchange Board of India (SEBI) has introduced the IT Resilience Index (ITRI), a pioneering quantitative technology health scorecard for Market Infrastructure Institutions (MIIs).

About SEBI’s IT Resilience Index (ITRI):
What It Is?
- The IT Resilience Index (ITRI) is a first-of-its-kind quantitative regulatory barometer designed to evaluate, score, and benchmark the technical robustness, cybersecurity posture, fault tolerance, and disaster-recovery capabilities of critical capital market infrastructure. Similar to how capital adequacy ratios measure financial health in banking, the ITRI measures systemic digital resilience in capital markets.
Regulatory Body: Securities and Exchange Board of India (SEBI).
Aim: To assess whether the core IT backbones running trading, clearing, settlement, and depository systems can withstand, absorb, and rapidly recover from operational shocks, cyberattacks, software glitches, and extreme transaction-volume surges without destabilizing the broader financial system.
Key Features of ITRI:
- Quantitative Shift from Static Compliance: Moves MII supervision away from subjective periodic audits to a measurable, objective numeric index that evaluates live operational readiness and failover execution.
- Risk-Prioritized 9-Parameter Architecture: Evaluates institutions across nine weighted pillars based on systemic criticality, led by:
- Availability (20% weight) and Cybersecurity (20% weight) as front-line operational defenses.
- Business Continuity (10% weight) and Reliability (10% weight) to ensure rapid recovery time objectives (RTO).
- Scalability (5% weight) to handle sudden volatility surges and market volume spikes.
- Mandatory Early Warning System (EWS): Requires MIIs to implement automated real-time telemetry that detects performance degradation, latency spikes, or hardware stress before they cause outages.
- Resilience-First Operational Philosophy: Aligns regulatory enforcement with modern digital principles—prioritizing how effectively a system absorbs an unavoidable shock, and restores operations rather than assuming zero failure.
- Integration with Future-Tech Roadmaps: Complemented by SEBI’s long-term technology roadmaps governing artificial intelligence (AI/ML), SupTech/RegTech, and quantum-safe cryptographic defenses.
Significance:
- SEBI’s ITRI introduces an enforceable numerical measure of IT risk, potentially setting a global benchmark for capital-market regulation.
- Helps prevent digital failures at exchanges and depositories from triggering systemic disruptions, especially in India’s high-volume, T+1/T+0 settlement environment.
