The University of Colorado Denver (CU Denver) has received a Letter of Intent (LoI) from the University Grants Commission (UGC) to establish a degree-granting campus in Hyderabad. The announcement was made on 6–7 October 2026. The proposed campus would be the first campus of a foreign university in Telangana and the first in India established by a public American university.
UGC and Foreign University Regulations
The University Grants Commission is a statutory body established under the University Grants Commission Act, 1956. Its functions include coordinating and maintaining standards in university education in India. The UGC’s 2023 regulations provide the framework for foreign higher educational institutions to establish and operate campuses in India.
Under the regulations, eligible foreign institutions may apply to establish campuses, subject to UGC approval and prescribed conditions. A Letter of Intent is part of the approval process; it is distinct from the final authorisation to operate a campus.
