The Pentagon’s FORTRESS America initiative was formally launched by US Secretary of War Pete Hegseth on 30 September 2026. FORTRESS stands for Federal Operations for Resilience, Troop Resources, Energy, Supply, and Survivability. The initiative sets a requirement for major US military installations in the continental United States to sustain essential operations independently for at least 90 days.
Military Installation Resilience
The 90-day requirement covers power generation, water, fuel and communications without reliance on civilian infrastructure. The initiative addresses risks including cyberattacks, sabotage, drone threats, disruption to power grids and interruptions to global supply chains. Its pillars include installation hardening, cyber resilience, energy independence, supply-chain resilience and resilience in space and spectrum.
Defence Supply Chains and Strategic Reserves
FORTRESS America includes measures to strengthen the defence industrial base and create a strategic defense reserve. The Pentagon is preparing civilian factories to shift to defence production during a crisis through the Civil Reserve Manufacturing Network. Planned reserves cover critical supplies such as munitions, fuel and medical items. Richard “Matt” O’Malley was designated Interim Director of the FORTRESS America Program Office. Under Secretary of Defense for Acquisition and Sustainment Michael Duffey directed that the office be established within 30 days of 6 October 2026.
Energy Systems and Operational Resilience
Energy independence measures for military installations include portable nuclear reactors, large-scale battery storage and microgrids. A microgrid is a local electricity network that can operate independently from the wider power grid. The plan’s resilience framework also covers space and spectrum, which support communications and other military operations. Pentagon chief spokesperson Sean Parnell stated on 25 October 2026 that electricity is critical to modern warfare.
